报告简介:European energy supply has historically depended on vast supplies of fossil fuels from Imperial Russia, the Soviet Union, and post-Soviet Russia. From 2022 the Russian-Ukrainian War has largely interrupted this cooperation, but historical experience suggests that European energy supplies from Russia will be revived as soon as geopolitical tensions become more relaxed again. The only thing that could prevent this scenario is a Europe that manages to decarbonize its energy system and thus phase out not only Russian fossil fuels, but fossil fuels in general. The key parameter in such an analysis is the pace of transition: if decarbonization is more rapid than geopolitical détente, then Europe may successfully phase out its dependence on Russian fossil fuels. If, by contrast, geopolitical détente arrives quickly while decarbonization is prevented, then Europe is highly likely to once again end up being heavily dependent on Russian fossil fuels for the foreseeable future.
报告人简介:瑞典皇家理工学院(KTH)科学技术环境史系教授。主要研究领域是技术基础设施史、自然资源史、国际科技交流史。截至目前,Högselius教授已独著或合著出版8部学术专著,主编学术文集和专刊2种,Red Gas: Russia and the Origins of European Energy Dependence荣获2014年Marshall D. Shulman Book Prize (ASEEES),Europe’s Infrastructure Transition所属Making Europe丛书荣获Chris Freeman Award (EASST)。
